Tendering Opportunities 2023
Wakefield Council’s Festivals Team are responsible for the delivery of a programme of large scale events and festivals across the district, including the Rhubarb Festival, Pontefract Liquorice Festival and the district’s Light Up programme. We are seeking a number of suppliers to work with us in order to deliver this programme in 2023.

Chalets
TENDER REFERENCE: 65228
We are looking to hire wooden chalets / alpine huts for trader use as part of our speciality markets at two of our large-scale events. These chalets will be located in Wakefield City Centre precinct along Northgate and Kirkgate around Wakefield Cathedral and Cathedral steps.

Light Up Christmas Market (November 2023)
As part of our Light Up events we would like to elevate our Christmas market offer with the use of chalets to host our traders.
Quantity: 20
Size: standard single chalet units (approx. 3m x 2.5m or similar)
Style: walk in / barn door and countertop – if possible, chalets are able to offer both configurations. If not, then options to be provided and outlined in application, including any differing in costings.
Required: Internal Lighting
Add-On Decoration: For Christmas, additional costing of any garland / decorations to be included. If available, addition of external festoon lighting.
Additional request: Chalets ideally to come set up and lockable with locks installed and keys provided for door/hutches.

Rhubarb Festival (February 2024)
Our annual food and drink festival in that hosts speciality traders of many varieties. Chalets have been a longstanding part of the festival.
Quantity: 58-61
Size: standard single chalet units (approx. 3m x 2.5m or similar)
Style: walk in / barn door and countertop – if possible, chalets are able to offer both configurations. If not, then options to be provided and outlined in application, including any differing in costings.
Required: Internal lighting

First Aid Services
TENDER REFERENCE: 65095
We are looking for a company to provide complete medical cover at our 2023 / 2024 events.
Due to the variety of our events each site will have unique medical requirements, the level of medical provisions will need to be carefully selected following a comprehensive event specific risk assessment. YAS and the purple guide have guidelines online on adequate medical provisions for events. We require that these guidelines are closely followed for our events
Please note that the times provided are the event opening times, we would require first aid staff to be on site and in position 1 hour before the event start time and 1 hour after the event finishes for pack down.
Dates and times are subject to change, there is also the possibility of additional events being added to our calendar and the winning contractor will then be offered this extra work at first refusal.

Marquee Structures

We are looking for a company to assist us with the design and build of marquee structures at the following outdoor events in 2023 / 2024.

Pontefract Liquorice Festival (Saturday 8 - Sunday 9 July 2023)
Location: Pontefract town centre precinct, hardstanding.
Size: 5 x 10m marquee
Specification: 3 solid sides and open front. Ballasts with covers. Flooring and lighting is not required.
This would need to be built on Saturday 8 July and be ready for 9am, and will then be de-rigged on Sunday 9 July at 4:30pm.

Rhubarb Festival (Friday 16 - Sunday 18 February 2024)
Location: Wakefield city centre, hardstanding but uneven topography
Size: To be decided by supplier, dimensions of available space included below.
Specification: 2 marquee structures with an interlinking tunnel. 3 solid sides facing the roads and clear panels / window fronts. Functional lighting, throughout. All structures require level flooring with carpet, wall and ceiling linings throughout. Main entrance with double doors which are lockable and fully DDA compliant.
Additional requests: Decorative lighting options. Heaters suitable for the size of marquee along with a generator to power, sufficient fuel and all relevant H&S measures. Banner rails (or similar) for advertising.
Staging, Lighting & Sound Services

We are looking for a company to provide and manage the staging, lighting and sound systems at our outdoor events in 2023.
It is essential that the sounds systems are adequate for the type and size of the below events.

Castleford Roman Festival (Saturday 10 June 2023)
Location: Castleford town centre, hardstanding
Size: 4m x 4m
Stage Specification: Stage decking only, to provide a slightly elevated and level area for theatre performances.
Lighting Specification: No lighting requirements.
Sound Specification: No sound requirements.

Pontefract Liquorice Festival (July 2023)
Location: Pontefract town centre, hardstanding, mains powers is available at this site
Size: Minimum Size 4m x 4m – Maximum Size 7m x 4m
Stage Specification: Stage should be covered and have steps, handrails/guard rails.
Sound Specification: A sound system to provide adequate amplification and playback of music by singers, choirs, dance troupes and theatre groups. A sound technician who will manage the sound requirements of all acts throughout the event (details of all entertainers’ requirements will be confirmed 6 weeks prior to the event to allow the sound technician to fulfil their role).
Lighting Specification: Basic lighting.
Additional Request: Pedestrian barriers for the perimeter of the stage and sound footprint.

Thornes Park Fireworks (November 2023)
Location: This site is in a Wakefield Council owned park so the stage will be located on grass. There is no onsite power at this site a generator would be required, along with all fuel required for the duration of the event and a spill kit.
Size: Maximum size 7m x 4m
Stage Specification: Stage should be covered and have steps, handrails / guard rails.
Sound Specification: A sound system to provide adequate amplification and playback of music by singers, choirs and dance troupes. Often depending on the firework company, the stage is also required to play the music that accompanies the display. A sound technician who will manage the sound requirements of all acts throughout the event (details of all entertainers’ requirements will be confirmed 6 weeks prior to the event to allow the sound technician to fulfil their role).
Lighting Specification: Basic lighting to ensure both the performers safety and optimal viewing for the public.
Additional requests: Pedestrian barriers for the perimeter of the stage and sound footprint. We would be interested in additional coloured lighting options for this event.

Castleford Light Up (November 2023)
Location: Castleford town centre precinct, hardstanding. Mains power is available at this site.
Size: Maximum size we can have in this space is 3m x 3m.
Stage Requirements: Stage should be covered and have steps, handrails / guard rails.
Sound Requirements: A sound system to provide adequate amplification and playback of music by singers, choirs, dance troupes and theatre groups. A sound technician who will manage the sound requirements of all acts throughout the event (details of all entertainers’ requirements will be confirmed 6 weeks prior to the event to allow the sound technician to fulfil their role).
Lighting Requirements: Basic lighting to ensure both the performers safety and optimal viewing for the public.
Additional Requests: Confetti and / or snow machines for when the towns lights are switched on with the countdown. Pedestrian barriers for the perimeter of the stage and sound equipment footprint. We would be interested in additional coloured lighting options for this event.

Location: Pontefract town centre precinct, hardstanding. Mains power is available at this site.
Size: Minimum size 4m x 4m, maximum size 7m x 4m
Stage Requirements: Stage should be covered and have steps, handrails / guard rails.
Sound Requirements: A sound system to provide adequate amplification and playback of music by singers, choirs, dance troupes and theatre groups. A sound technician who will manage the sound requirements of all acts throughout the event (details of all entertainers’ requirements will be confirmed 6 weeks prior to the event to allow the sound technician to fulfil their role).

Portable Toilet Facilities

We are looking for a company to provide portable toilet facilities at our 2023 / 2024 events.
As standard we require all units to be cleaned and sanitised prior to delivery and for the units and waste to be removed and disposed of safely and legally. We also require all units to have anti-slip flooring and good ventilation. Each unit should include handwashing facilities in the form of either a wash basin, paper towels and soap or hand sanitiser.
All toilets should come with an adequate supply of toilet roll for the duration of the event.

We are looking for a company to assist us with the design and build of the tipi style structures at the following outdoor events in 2023.
The awarded company must be able to provide emergency contact and personnel who would be on call whilst the structures are in situ to response to adverse weather or other emergency situations.

Wakefield Light Up (Friday 17 - Sunday 19 November 2023)
Location: Wakefield city centre precinct, hardstanding but uneven topography.
Size: To be decided by supplier, dimensions of available space included below.
Specification: Tipi style structure with appropriate ballasting.
All structures require level flooring with carpet. Main entrance with double doors which are lockable and fully DDA compliant. Interior and exterior lighting.
Additional requests: Decorative lighting options. Fire pit with logs and any other equipment required to run them for the duration of the event.

Pontefract Castle Light Up (Friday 24 - Saturday 25 November 2023)
Location: Pontefract Castle. Grass throughout. Please note this is a protected historic site with several site restrictions – the successful application will be given a full briefing.
